Marines are now on duty in Los Angeles for the first time.
Tensions are escalating between President Donald Trump and California Gov. Gavin Newsom as protests against Immigration and Customs Enforcement continue to grip Los Angeles and spread to New York City, San Francisco, Boston, Austin, Texas, and other cities.
Trump deployed about 4,000 National Guardsmen and 700 Marines to LA against Newsom's wishes.
A federal appeals court Thursday delayed an order requiring the Trump administration to return control of the National Guard to Newsom, dealing the administration a temporary reprieve to what would have been a major reversal of its policy on the protests.
A curfew for downtown Los Angeles is now in effect. It began at 8 p.m. local time and will last until 6 a.m.
The curfew applies to an area about one square mile in downtown LA, which has been the site of clashes between police and protesters over the past several days.
Earlier, police said they had arrested just under 200 people, so far, on Tuesday.
During a video address on Tuesday night, California Gov. Gavin Newsom continued to condemn President Donald Trump's decision to deploy the National Guard and Marines to Los Angeles, saying Trump "chose theatrics over public safety."
The governor said the effects of that action and the Trump administration's crackdown on immigration are being felt not just in California, but across the nation.
"Democracy is under assault before our eyes," Newsom said.
Addressing ICE raids, the governor said that the administration is pushing mass deportations and "indiscriminately targeting hardworking immigrant families regardless of their roots or risk."
During the press conference on Tuesday, Los Angeles officials said 23 businesses were looted overnight, causing damage that is estimated to be in the millions.
The damage was one of the factors that went into the curfew being put in place, Mayor Karen Bass said.
"Clearly, after the violence that took place last night -- 23 businesses looted -- and just the extensive widespread nature of the vandalism, we reached a tipping point," she said.
Los Angeles Police Department Chief Jim McDonnell shared an update on protest arrests on Tuesday evening, saying there were 197 people detained in the downtown area.
The chief said 130 people were arrested in the Alameda area and an additional 67 were taken into custody after unlawfully occupying the 101 Freeway near Commercial Street.
"Let me be clear that this behavior, blocking freeways, city streets and on ramps, refusing to comply with lawful dispersal orders and interfering with public safety operations, is dangerous, unlawful and won't be tolerated," McDonnell said.
