July 3 -- A terrace that collapsed at a LakeErie island tourist spot over the weekend had not been inspected bythe county or state because such examinations are notrequired, officials said today.

Ottawa County inspectors would have looked at the Lonz Winerystructure only if they believed it was dangerous or if there werecomplaints, county Prosecutor Mark Mulligan said today.

And the state would have inspected the structure only if it hadundergone a major renovation or its use had changed, said BillTeets, spokesman for the Ohio Department of Commerce.

Nearly 30 of the 75 injured remained hospitalized two days after a terrace full of people collapsed into a wine cellar at the Lonz Winery, Middle Bass Island. One man died when the concrete terrace buckled and dropped 20 feet.

Engineers and investigators returned to the winery today to try to determine why the terrace collapsed while approximately 100 people were on it listening to music. Investigators today removed chunks of concrete and pieces of steel supports that will be examined, said Bob Bratton, adeputy chief with the county sheriffs department.Ottawa County Sheriff Craig Emahiser said engineers think the collapse had nothing to do with the number of people on the terrace but was triggered by a structuralproblem.

County building inspectors plan to examine the entire structurethis week. In the meantime, the winery will remain closed.

Some Heard RumblingButch Essex was among the people at the winery when the terrace fell.

It seemed a little shaky earlier, and you could feel the vibrations, he said.

Some say they heard rumbling. Others recalled they had no warning.

I heard some rumbling, kind of like thunder. The next thing I know, Im lying on the ground, said Mike Bowman of Valparaiso, Ind.

Police kept boat operators 300 feet from the island as tourists tried to survey the damage to the winerys century-old main building, a fortress-like mansion on the NationalRegister of Historic Places.
